Minting an agent ID is free, and one operator can register any number of them and send a labelled transaction from each. So until staking makes an ID cost something, any count of agents is a ceiling, not a headcount — which is why this board counts claimed agents by default and why operators is the harder number: each one is a wallet that signed a claim.
